Bonnie Blair advises and advocates for clients on wholesale electric market rules, transmission access, and pricing issues. One current focus is issues relating to the California Independent System Operator Corporation, known as CAISO, which runs the transmission system and electric markets for California—and, in terms of the real-time markets, a much broader area of the West.
With almost 50 years of experience representing municipal electric systems, Bonnie has covered a wide range of electric industry issues, including market design for Independent System Operators, compliance with market conduct rules, transmission rates and policy, interconnection, and power resource transactions. While her clients’ fundamental mission has remained the same—providing electricity as reliably and economically as possible while supporting environmental policy objectives—the challenges to achieving those goals have become increasingly complex. Bonnie’s years of experience have provided her with a valuable bigger-picture view.
Bonnie advocates before the Federal Energy Regulatory Commission (FERC) and U.S. Courts of Appeals and in ISO/RTO stakeholder proceedings. She also participates in transactional negotiations and alternative dispute resolution processes. Clients value her focus on pragmatic solutions and her assertive but collegial style.

- Representing a group of municipal electric systems in Southern California on issues relating to the California Independent System Operator Corporation in stakeholder/policy development proceedings, related proceedings before the Federal Energy Regulatory Commission, and related appellate review proceedings (ongoing since 1996).
- Representing a California municipal electric system in negotiations leading to multiple agreements for restructuring ownership of a large coal-fired generating facility (2012-2017) and related follow-up.

I love to travel, particularly to places where I can appreciate nature. My favorite destination so far has been Africa, which I’ve visited twice on wildlife viewing safaris. Other memorable excursions have included Australia and New Zealand, Patagonia and viewing the Northern Lights in Alaska.
